Access to One-Stop Workforce Investment Act Services
Employer One-Stop Center Objectives:
- Provide qualified skilled employees for the workforce. Bridging the gap.
- Improve overall quality of the workforce by providing "soft" skills training.
- Enhance employee long-term career training.
- Increase self-sufficiency of participants.
- Adapt job seekers to changing technologies.
Employer human resource services:
- Pre-screening of job seekers to employer specifications.
- Computer familiarization training on CalJOBS.
- Access to all One-Stop partners' services throughout the region.
- Customized employer selected resources.
- Interview center at the One-Stop.

Participant Training Services
- Referral and provision of training through Individual Training Accounts arranged with state approved Eligible Training Providers.
WIA Adult Program Eligibility
- 18 Years of age or older.
- Citizens or nationals of the United States, lawfully admitted aliens.
- Resident of Yolo County, or
5% may be from other WIA jurisdictions.
- Registered for Selective Service if applicable.
WIA Dislocated Worker Program Eligibility
- Terminated or laid off
- Plant Closure or Substantial Layoff
- Self-employed
- Displaced Homemaker
RAPID RESPONSE
Rapid Response is an employment and training activity that assists local employers who may face a permanent closure, mass layoff or other disasters that could result in a mass job dislocation. Local Workforce Investment Area staff work in conjunction with the local Employment Development Department to meet with local employers facing a closure or downsizing, plan a service strategy for the layoffs and provide information regarding the One-Stop Career Services.
Youth Program Eligibility
- 14-21, low income, and meet at least one of six risk factors.
- Up to 5% may participate regardless of income level.
Ten program services must be available to youth in developing individual service strategies:
- Tutoring, study skills training, and instruction leading to secondary school completion, including dropout prevention strategies;
- Alternative secondary school offerings;
- Summer employment opportunities directly linked to academic and occupational learning;
- Paid and unpaid work experience, including internships and job shadowing;
- Occupational skills training;
- Leadership development opportunities, which may include such activities as positive social behavior and soft skills, decision-making and teamwork;
- Supportive services
- Adult mentoring for at least 12 months, which may be during or after program participation;
- Follow-up services for at least 12 months; and
- Comprehensive guidance and counseling.
